Qualification for Structural Engineers Working on High Rise

Whether Experts should be utilized
on professional practice or restricted to a merely academically qualified
person, shall certainly be a question mark, when referred to HUDA (Haryana
Urban Development Authority) & Kerala departments’ releases.
2.
For responsible work on engineering,
only experts should be utilized & not merely, educated masters in
engineering since, only earned Master degree does not equip with all
requirements respecting profession fulfillment. Professional practice should be
viewed in wider prospective.
3.
Structural conception &
contemplation requires engineering pragmatism that is attained only by
engineering theoretical applications, long experience & learning by
Continuous Professional Development. It cannot be learned just by passing a professional
educational degree of Masters in Engineering or Technology degree after earning
Bachelor in engineering degree. Duration of training of ME is just around 1.5
years, which is not adequate well to equip engineer with professional specialist
requirements.

High Rise Buildings Structures-ME/MTech Qualification
Dear Sir,
It has been noticed by Civil/Buildings Engineering
Community that HUDA has revised basic qualification of engineers qualified
to work on high rise structures.
- HUDA now requires a qualification only a ME structures.
- It is suggested that an engineer, who is well qualified
by having Chartered Status with plenty of professional experience, is
deemed to work on structures of high rise.
- Just an additional study of 1.5 years post graduation would
not equip an engineer to work on such structures.
- Simply, application of theoretical designs is not
adequate for producing a sound structure.
- An adequate/long experience is a must to understand
& apply structural theories & administration of management during
prosecution.
- Instead, HUDA should have required Chartered Status or
Professional Status of respective civil engineers working on structures.
- Chartered Status is much higher than any/whatever
educational status.
- Professional Engineer Status is implied much higher
than any degree or post graduation or even a doctorate. It is expertise
status granted after 7 years of graduation, continuous professional
development, examinations & interviews. Its validity is not more than
5 years at a time.
- HUDA or some other authority should demand all
documents of designs calculations, while accepting any/whatever proposal
for building permit application.
- Engineer who worked on project must be conferred with
by HUDA constituted scrutiny committee & approval may or may not be
granted.
- Hope that authorities shall look into this issue in
public interest since, there is no room for legislating any arbitrary
decision for lifelong structures.
