Except USA, There is no country in this world could have done that. Paying to hunt terrorists who hurt another country.

Pakistan's PM, even though the Pakistani American scientist tried to
kill American Soldiers in Afghanistan, Mr. Hafiz Saeed is the
unannounced '
Son of the Nation' - who has been given a license to kill
infidels of India and around the globe, just like the famous MI5 agent
character James Bond 007.
Hafiz Saeed used to say -

Saeed - Hafiz Saeed , after every terrorist attack, just like James bond

the name is Bond - James Bond.
About a week ago, a senior
Obama administration official told congress - "America pushed hard and
told Pakistan that - selective terrorist attack against India can't be
tolerated". But, Pakistan wouldn't listen.
So, here is what they did.
After all, which father would abandon the daughter like Afia Siddiqui and Sons like Hafiz Saeed ? Only
a Muslim father/PM/President of the nation of Pakistan can shelther the mass murderers like Hafiz Saeed.
If you don't recall who Hafiz Saeed is - he is the demon architect of Mumbai 26/11 that killed 166 people.
The
US posted the bounty for Lashkar-e-Taiba founder Hafiz Saeed on the
government’s Rewards for Justice website Tuesday. It also offered up to
$2 million for the deputy leader of Lashkar-e-Taiba, Hafiz Abdul Rahman
Makki.
Pakistan banned the militant group in 2002 after receiving
pressure from the US, but it has done nothing to crack down
on the group, and Saeed and his deputy operate openly.
