is not safe – Unlike Gujarat Government, where CM Narendra Modi personally
supervises and safeguard all NRI investments,
in Odisha, the bureaucratic corruption and inefficiency of Naveen Patnaik
Government have been hurting the
progress of state. A memo forwarded by prominent Non Resident Indians of Odisha
goes to trash [3].
This true case study also exposes the delay in Indian
judicial system, where by the time justice will be delivered, the Institution
would be shut down by AICTE, because of gross financial irregularities and
non-compliance.
What happened ?
In the year 1995, a NRI Dr. Sukant
K. Mohapatra** (SKM) wants to establish a world class Engineering
Institute with a vision to further build a world class University in future,
near Berhampur, South Orissa. He invites his in-laws, who lived in close
proximity of the proposed location of the Institute, to be part of the SM
Charitable Educational Trust (SMCET), which would manage the Institute NIST.
He thought that, his in-laws, being local residents, would offer a helping hand
to achieve his dream and vision. He develops a world class curriculum for the
degree course and ships computers and books from USA, when computers were expensive in India during 90's.
The Institution would become one of the best among Odisha until a plot was orchestrated to siphon off NIST money as illegal loan and other personal purposes.
10 years later on 3rd
August 2005 , as founding trustee and chairman of NIST, he visits NIST to seek
an explanation for the alleged of misappropriation of funds by the local
trustees, none other than his own in-laws; he was terribly concerned by the downgrade
of NIST by AICTE – the premier supervisory and controlling authority of technical
education in India. The local trustees – Sangram Mudali (Brother-in-law of SKM), Surendra Mudali (Father-in-law of SKM) and Geetika Mudali (wife of Brother-in-law) were missing on the
meeting date and as evident
from this public document, Dr, SKM was physically prevented to enter the Institute
and abused and threatened by a NIST faculty Dr.
Ravi. P. Reddy [1].
Can any employee dare to stop, the Chairman and Founding trustee to
enter his own office without risking his job? There is only one possibility;
only when he has got the blessing of the 3 local trustees; if you can think of
any other possibilities, let us know.
For Dr. Sukant K. Mohapatra, the founder, the nightmare has just begun
on 3rd August 2005. He
never thought that, the very people he trusted most to manage his dream Institution
of excellence, would one day back stab him and try to fraudulently oust him (the
founding father of NIST) from the SM Charitable Educational Trust, with a fictitious
resolution.
And who replaced Dr. Sukant K.
Mohapatra, after he was fraudulently ousted? ; His own mother-in-law Janaki
Mudali.
Introducing the Victim:
**Dr. Sukant
K. Mohapatra is an alumni of NIT, Rourkela, has a
Ph.D degree in Computer Science with specialization in Telecommunication
Engineering from Stevens Institute of Technology, New
Jersey, USA. He has
worked several years at Bell Laboratories, leading in the areas of data
communication, optical networking and network management. Currently as a Vice
President, Technology at Virtual Photonics, he leads the network engineering,
optimization and planning of next generation wire-line, wireless and IMS based
networks. Dr. Mohapatra has also taught graduate program at Rutgers
University, New Jersey. His
research interest includes: Optical Networking, IP-MPLS Network, Next
Generation and IMS based Network, Network Security, and Management of Converged
Networks. He has numerous publications in various journals, conferences and
seminars in the area of his expertise. He has chaired and organized various
international conferences and has been invited as speaker in various
conferences, seminars, and institutes around the globe.
Dr. Mohapatra is a senior member of Institute of Electrical and
Electronics Engineers (IEEE) and recipient of the DMTS Award at Bell
Laboratories. Dr. Mohapatra is the founder and founding chairman of
National Institute of Science and Technology (NIST – www.nist.edu ), Berhampur, Orissa. Dr.
Mohapatra has been very active in many efforts for academic enrichment in
higher education of his home state Orissa.
