Prasanta Varma born on 16th July, 1970 in the well known family of Late Fakir Mohan Senapati. He is the Great Great Grand son of Late Fakir Mohan Senapati. The said Late Fakir Mohan Senapati was the legendary freedom fighter who was instrumental in establishment of State of Odisha and restored the Odia language to it's glorious heights by establishing the first odia press and news paper in the eighteenth century at Balasore.  Being born in to such illustrious family, social service and concern for fellow citizens is in the blood of Prasanta Varma. He learnt the art of serving common people and espousing the problems of odia people by observing and helping his illustrious family from very young age.

This zeal for social service was exhibited at the tender age of ten only when he joined the Sakhas of Rastriya Swyam Sevak Sangh at Unit 3, Park, Bhubaneswar at the time when the Saraswati Sishu Mandir was established for the first time in the said area at Bhubaneswar, Odisha. From the sakhas he learnt the art and importance of discipline in public life and imbibed the lessons for working organizations.

The Association with RSS at tender age further fortified the love of country and desire to take our nation to it's lost former glory when our Bharata was leader of the world both spiritually and materially and it was called "sone ki chidiya".

To further equipped himself for the social service in future and to learn the art of organization "The Bharat Scouts & Guides" he joined Bharat Scouts. Impressed by his dedication and discipline the Capital High School, Unit 3, Bhubaneswar Students Union elected him as the school head in the year 1983. This responsibility helped him in becoming aware of the issues facing the education system of the state and the art of managing the divergent views of students and educational authorities. Realizing the timeless truth that only a calm and alert mind can help one to realize one's true potential, he mastered the art of meditation at Maharshi College of Natural Law, Bhubaneswar.

After completion of 12std. from Maharshi College of Natural Law he joined the course of Bachelor in Science at Buxi Jagabandhu Bidyadhar College, Bhubaneswar wherein he represented the student's union in the Social Service Guild and in the mean time he along with his school friends in the year 1987 established the Social and Cultural Organisation "Bhubaneswar Sports & Socio Cultural Organization (BSSCO)" a society registered under the Societies Registration Act, 1860. While in the way towards non violence, Prasanta Varma along with his student's union executives had sat for three day hunger strike, which literally made the Utkal University Vice Chancellor to promise for the University Law College Building in the year 1991. In the Law college he delivered an thought provoking lecture on Gulf War and Peace, wherein the then Chief Justice of India, was the Chief Guest and his lecture was duly published in the University Law College Magazine in the year 1992.

Upon completion of his LLB degree, he joined the Bar and became a lawyer at the age of 22 and by that time he had the feeling that for the development of the state he had to remain in the National Capital, thus he joined the office of the Central Government Standing Counsel in Delhi High Court and Supreme Court in the year 1993 - 1994 where he had the opportunity to know various litigations and legal services. Even when he was in the National Capital he did not forget his responsibility towards his home state and with a view to organize and promote the interest of Odisha he was instrumental in forming the organization "Delhi Odia Lawyers Association (DOLA), wherein the Lawyers of Odisha working in Delhi were organized under the Delhi Odia Lawyers Association to work for the cause concerning the state of Odisha.
