| Gangster Raja gets valid contractor's licence |

In a startling revelation it came to light on Monday that notorious gangster Sandeep Acharya alias Raja, who is accused in more than seven murder cases and 30 cases of extortion, had successfully managed to get a 'B' class contractor licence issued in his name by the Public Works Department (PWD). It has sent shivers not only up the spines of contractors but also the State Police.

Like other dreaded gangsters of the State; Raja has established a criminal network that spreads across the State, even though he mostly operates in the twin cities of Cuttack and Bhubaneswar.

What has come as a sheer surprise is the fact that when the much hyped tender fixing episode followed by a gruesome double murder at Delta Square by known gangsters had earlier rocked the State, gangster Raja presently turning to be a licensee contractor has raised innumerable questions that have no right answers.

Right now, how did he manage to get the license is not the prime question, rather what is the legal provision for the licensing authority to gets valid contractor's licence debar him of issuing the license is debatable. Notwithstanding anything else, the present actions will undisputedly increase the crimes relating to contract works in the State, said a reputed contractor.

"When the gangsters having no license had earlier been able to fix tenders for contract works in different parts of the State, now with legitimate licenses they will simple restrain the contractors from bidding for tenders. Giving the situation no contractor endangering his and his family's security will come forward for any work," said a contractor on anonymity. In the mean time, Raja Acharya, who was arrested on Saturday accused in an extortion case, said he wants to join the mainstream social life as a contractor, but nobody wants to accept me in my new look.

City DSP Sarat Sahoo said keeping in memory the earlier tender fixing episode the gangsters should not be given a valid contractor's licence. Moreover, they do not have real intention to go for contract works. Their main intention is to extract money from the genuine contractors by using their valid licenses, he said. However, the police have taken the issue very seriously and started inquiring as to how many gangsters have managed to get contractor's licence from the departments. Sources said before Raja it was Suleman, a Kendrapara-based dreaded gangster, who had on earlier occasion managed to get a valid contractor's licence.

Its obviously comes to
mind who is to be blamed. Is it the administrator or the gangsters. Suleman gets
License, and for him only Kendra Para PWD delayed the allocation work for 5
days. Now it’s Raja. Already there are established Contractor who are no less
than Raja/suleman/Anil Chotroy.
I am just giving you few
examples.
Take the case of Rohit
Das, Owner of Hotel Crown BBSR. He is my relative(My father is his maternal
uncle).
During his initial
stages, he was a gentle man. When ever he comes to my house, he will always
encourage me to do well in study and prepare hard for it.
As I heard to get the
contract he used to use Anil Chhotroy,Suleman and other dreaded Criminal in
Orissa. He used to get support from MLAs Like Nalini Mohanty/Vijay Mohapatra/
Pravash samantaroy. For me people like Anil chhotroy/suleman should not be
blamed. It’s the system who is to be blamed.The system that is giving
cover/protection to them.
I am taking another
example Pramod Rath. He is an established contractor in Orissa. In one
particular tender(The road from Cuttack to Jagatsinghpur) as I remember he got
it because he has the man power. No one even uttered a single word against
him.

jagatsinghpur helped him.
Why we should blame the
gangster. It is their profession.They will do that.
Now govt. has cleared
Anil Chhotroy from Prachi double murder case. The people who were involved as
recorded by police( Sukuna-Jobra, Menta, Babani) are moving freely. Now only
police arrested Menta in another case(Bombing to police van).
But what about sukuna
and babani. I personally know all three guys. Babani father is working as a mess
taker in jagannath chhatrvas jobra. Sukuna is having a beatle shop in Jobra.
They used to play cricket with me.
Even I heard Anil is
contesting in election in some capacity in Nayagarh.For all this activity I
presume, the govt. is to be blamed, and the security of the society(Police) is
not far awar also.
Take the case of Pravash
samantroy. He comes from a family with 2 IAS officers .His father was an
IAS.
His son Babu was
involved in murder case as reported by newspaper, and now moving freely in
Paradeep.
He was also involved in
raping the labours(from Balesor), in Chimny bhati
sasenipara(kendrapara).
Thinking all these I can
only assume where out society is heading.
People is Orissa are
living with dead bodies all the time.
There is fear for voice,
fear for survival, fear for security.
Since Raja is the topic
I am mentioning some points about him.
He was a student in
Christ college cuttack. He is from a reputed family. I think his father was a
doctor. During his college days he used to carry pistol to college and will
frighten the inmates and lecturer. I am trying to give one beautiful story about
him.
To get the courage to
murder, he will take some dead body from the Govt hospital(scb) by giving some
money to them and will cut the head. Then he will tie the body by a rope to his
motorcycle and will move across the ring road. By this way he gathered the
courage. I think his first murder was in Jobra while playing
badminton.
After that he absconded
and returned healthy to the underworld.
He has taken murder as
profession.He should not be blamed for what he is doing.
(May be he should be
given a chance to come to main stream life.)
Those are to be blamed
who support him and give him protection.
There is nothing wrong
as far as he is concerned to get a license. But the dept who gave the
license(pwd) has to be blamed.But will it happen? Will the govt take courage to
act against them.I doubt.
Almost all the MLA, MPS
are involved in criminal activity in some way or other. I think there should be
some amendment in the law “Minimum qualification to be an MLA or MP is to kill
certain number of people.”
This nature of topic is
wide open and needs thousands of debates.
